IMPORTANT DATES:
 

Jan 19th and Jan 20th   Test registration materials sent to registered home instructed students for the 2009-2010 school year.

 

March 5th                     Deadline for registering home instructed students for testing to be administered by LCPS.

 

March 30, 2010            Administration of either the Stanford 10 or the IOWA test to registered home instructed students.  Test Location – Harper Park Middle School.

 

July 1, 2010                 Online registration for home instruction for the 2010-2011 school year  begins.  Link to online registration will be activated on July 1, 2010 (Link is

August 1, 2010             This is the date that parents of home instructed students are required to submit evidence of their child’s academic achievement for the 2009-2010

                                    school year. Evidence of academic achievement must be submitted to the local school division - Department of Pupil Services.

 

                                   The evidence of academic achievement requirement does not apply to children under the age of six as of September 30, 2009.

 

August 15, 2010           If you are planning to home instruct your child for the 2010-2011 school year, Virginia State Law says you must register the student with

                                   Loudoun County Public Schools, the local school division, by August 15, 2010.        
                                  
REQUIREMENTS

As prescribed in §22.1-254.1 of the Code of Virginia, any parent may home instruct a child in lieu of school attendance if certain requirements are met annually. In Virginiaany parent, guardian, legal custodian, or other person having control or charge of a child” (§22.1-1 of the Code of Virginia) may provide home instruction as prescribed by §22.1-254.1 of the Code of Virginia.

A parent may home instruct a child if:

Option I. The teaching parent holds a high school diploma.

The parent must submit to the school superintendent documentation that shows the parent has earned a high school diploma or a higher credential (e.g., a certificate, an associate’s degree, a bachelor’s degree, a master’s degree, or a doctorate). A high school equivalency certificate (e.g., a GED) would not meet this requirement. The parent also is required to provide the school division with a description of the curriculum to be followed. Submission of the curriculum materials, while required, is for information purposes only.

Option II. The teaching parent meets the qualifications for a teacher prescribed by the Board of Education.

To qualify under this option, the parent must hold a teaching license or a letter of eligibility for licensure in Virginia and submit it to the school superintendent. The parent is required to provide to the school division a description of the curriculum to be followed. Submission of the latter materials, while required, is for information purposes only.

Option III. The teaching parent provides a program of study or curriculum which may be delivered through a correspondence course or distance learning program or in any other manner.

If the child is enrolled in a correspondence course or distance learning program, the parent must submit evidence of such enrollment and a copy of the program of study or curriculum to the school division.  If the teaching parent provides a program of study or curriculum that is delivered through any other manner, a copy of the program of study or curriculum must be submitted to the school division.  Submission of these materials is for information purposes only.

Option IV. The teaching parent provides evidence that the parent is able to provide an adequate education for the child. 

      To assess a parent’s ability to provide an adequate education, the school division superintendent should determine whether the information submitted exhibits a mastery of language by the writer; whether it includes plans for instructional activities; and whether it presents a reasonable scope and sequence of content that shows a broad overview of what the parent plans to teach the child during the school year.  Parents must provide a copy of the description of a curriculum to meet this option.  Submission of the curriculum materials is for information purposes only.

 

NOTICE OF INTENT TO PROVIDE HOME INSTRUCTION

A parent who elects home instruction must: 1) notify the school division superintendent no later than August 15 of the intent to do so for the coming school year, 2) provide a description of the curriculum to be followed for the coming year and, 3) provide evidence of having met one of the criteria described in §22.1-254.1.A for providing home instruction.  Parents who move into the school division or begin home instruction after the school year has begun must notify the superintendent of their intent to provide home instruction as soon as practicable and comply with the provisions of the statute within 30 days of this notice. (§22.1-254.1.B) This means that after providing the school division with a notice of intent, such parents can begin home instruction and they will have 30 days from the date notice is provided to the school division to submit the other required information to the school division.

The Notice of Intent (NOI) may be submitted online to LCPS by visiting by clicking on the following link: https://webinter.loudoun.k12.va.us/HomeInstruction/

The online NOI can be completed in five easy steps.  The online process allows you to submit the NOI, and required supplemental documentation electronically.   A printable receipt of submission is available through the online process.   If you need assistance with the Notice of Intent form please contact the Pupil Services Office at 571-252-1200.

Once the form is received, along with all of the required documents, parents will be notified in writing by the school district if they have met the requirements of §22.1-254.1 of the Code of Virginia.

 
ACADEMIC ACHIEVEMENT
To comply with §22.1-254.1 of the Code of Virginia, the parent is required to submit, by the following August 1, evidence of the child's academic achievement in one of the following ways:

Option 1: Evidence that the child has attained a composite score in or above the fourth stanine on any nationally normed standardized achievement test;

or

Option 2: An evaluation or assessment which the division superintendent determines to indicate that the child is achieving an adequate level of educational growth and progress. New language in the Code of Virginia allows parents additional options including “(a) an evaluation letter from a person licensed to teach in any state, or a person with a master’s degree or higher in an academic discipline; having knowledge of the child’s academic progress, stating that the child is achieving an adequate level of educational growth and progress*; or (b) a report card or transcript from a community college or college, college distance learning program, or home-education correspondence school*.”

*LCPS will accept items (a) or (b) only as meeting the requirements for Option 2.

ADMISSION OF HOME INSTRUCTION STUDENTS TO LOUDOUN COUNTY PUBLIC SCHOOLS

Parents wishing to enroll their students in Loudoun County Public Schools should refer to the Registration section of the LCPS website for the documents necessary for registration.

 

PART-TIME ENROLLMENT

According to School Board Policy §8-24 regarding non-public students, students in grades 7 through 12 who are approved for home instruction, (does not inlcude Religious Exemption or Tutoring) may enroll on a part-time basis in certain high school credit courses. These students may participate in a maximum of two courses per school term.

 

High school credit courses available to these students are as follows:

  • 7th Graders — Algebra I and foreign language
  • 8th Graders --- Algebra I, Geometry, and foreign language
  • 9th - 12th Graders --- Mathematics, science, English, history, social science, career and technical education, fine arts, foreign language, and health education or physical education courses

In order to apply for part-time enrollment, parents must submit a completed application to the principal of the school by August 1 for the first semester and December 1 for courses beginning in the second semester. Students must meet prerequisite requirements to be enrolled in a course by appropriate credits earned through an accredited program. There may be situations where schools will determine that students who have not earned credit in a course demonstrate the prerequisite skills necessary to take higher level courses. These determinations will be made using teacher recommendations as well as competency tests.

 

Students will be expected to attend the school that serves their area of residence. If a requested course is not being offered in the student’s base school, the parent may request special permission to attend another school.

 

Part-time students must participate in co-curricular activities that are required as a result of enrollment in certain courses (orchestra, band, chorus, drama, etc.). Part-time students may not participate in extra-curricular activities, such as those sponsored by the Virginia High School League (athletics, cheerleading, One Act Plays, etc.).

 

Students will be granted part-time enrollment under the conditions that all Loudoun County Public School policies and regulations are followed and that transportation will be provided by the family.
